Awarded to Michael Gartner of The Daily Tribune, Ames, Iowa, for his common sense editorials about issues deeply affecting the lives of people in his community.

Also nominated as finalists in this category were: Margaretta Downey of the Poughkeepsie (N.Y.) Journal for her editorials pressing for a civic agenda of economic and educational renewal, and Peter Milius of The Washington Post for his editorials dissecting federal welfare reform legislation, directing attention to the problems of the poor and powerless.
